Re: Major Projects-Update

We are pleased to inform you that we are within days of having a signed contract for our long-range projects. Work will begin next week. Our goal is to complete everything by the end of November. That appears doable unless we suffer extended periods of uncooperative weather.

This work will include:

The only other item in the plan, which you saw on October 1, 2001, is a partial resealing of the roads. That will be done at the completion of the above work, probably not until the spring of 2003. All of the foregoing is within our original cost estimate of $1,100,000. That total also includes the costs of oversight, legal work and a contingency.

For a number of reasons, we agreed with the contractors’ recommendations that work start with the #1-7 Mitchell Grant Way quad; proceed sequentially along the odd numbered MGW quads; move on to the even numbered MGW quads and conclude on Shire Lane. The workday will be 7 A.M-5 P.M. Monday through Friday and 8 A.M.- 5 P.M. on Saturdays. If inclement weather appears likely prior to the next workday, work will continue past 5 P.M. to insure that no roofs being worked on are left unprotected.

The roofing, trim and gutter work will be done first. As the painting will go far more quickly, it will not begin immediately after a given quad’s roofs are complete. Rather, there will be at least a month’s lag time in order to allow the roofers to get "ahead" so that once the painting starts, it can proceed uninterrupted. The new deck railings are likely to be last item. As work progresses from quad to quad, unit owners will be receive a notice advising them of the planned start date on their quad and noting necessary unit owner advance preparations.

Fred Aufiero will be the Board’s interface with Design Techniques (DT), which is serving as Clerk of the Works. DT, in turn, will supervise the work and authorize payments when stages have been completed to their satisfaction. We cannot stress strongly enough the absolute necessity for unit owners not to get involved with the contractor, subcontractors or their employees. If a unit owner has a question or concern while work is being done on their quad, they should be addressed only to Tim or "Chubba", DT’s onsite representatives. They should not be addressed to Fred or any other Trustee. This is the only way that we can make sure that all issues/questions raised are catalogued and handled in an expeditious fashion.

While this process has taken more time to finalize than we would have liked, we believe that it has been done extremely thoroughly and that we have provided for everything that can be anticipated based upon our investigatory work and what we learned during the bidding process. The only "wild card" is a major surprise that, hopefully, we will not encounter.

We are sure that no one will be surprised that Bedfordshire will look and sound like a construction zone for the duration of these projects. Dumpsters and equipment etc. will dot our landscape and the noise level will be far different than we are used to. Unfortunately, some disruption is unavoidable and we all will have to bear with it.

Finally, we want to reiterate our appreciation for the many positive unit owner inputs and suggestions that we have received during this process. We believe that we have the appropriate ingredients in place to get this work done in a way that we can all be proud of, that will make Bedfordshire even more attractive than it already is and that represents an intelligent, cost-effective and necessary and proper investment in our homes.
